EPS locked up?

At first while driving all dash lights and electrical power steering would go off and on and then the steering wheel was harder to turn, more than before battery drained. The car wouldn't start. I replaced the battery and checked the ground on the battery to the body that was rusted, put a new connector to that to the body and now I have no EPS at all. The steering wheel is stiff and won't turn the key; it wasn't going to shut off all the way and couldn't get the key out, but the car starts runs. I don't have any EPS after changing into a new battery. The alternator is fine. I'm puzzled and need help; I can't take it to a mechanic don't have the money.

It sounds like the EPS has gone out but you should check the two fuses that run the system which are EPS fuses in the under hood 80 amp in fuse holder on the left strut tower and the interior fuse panel. This guide can help

It's not the eps & the fuses r good. It's something electrical. A short or ground. When I start my car the interior light goes out & I don't have high beams now. Everytime I start the car It's something different electrical going of & on. & I was driving all electrical went out & something drained the battery. So I replaced the battery & now what I said in 1st sentence is going on now. Could it be the ground wire coming off my battery that goes to thr body frame? It looks to be green on that wire thats a ground. & It starts everyday its only whst I was driving the battery drained & couldn't start it so took it to Walmart they tested it, it was bad.
